The meeting will focus on the question of how to measure the effect of law on attitudes and behaviors, independent or in interaction with other effects, such as the content of the law (stripped of its form and status), media coverage, framing by interested parties, and so on. Is there an independent effect for law - and if so, how can we isolate it? More provocatively, perhaps, does it matter if law's effect cannot be isolated from its content and mode of communication? Rather than offering definite answers, I will motivate a general discussion with a few examples from my research employing different methods, and will seek to get as many folks involved in deliberating about this basic science and perhaps normative challenge.
