Neomi Rao (JD, '99) was appointed to the United States Court of Appeals for the District of Columbia Circuit in March 2019. She graduated from Yale College and the University of Chicago Law School. She served as a law clerk to Judge J. Harvie Wilkinson III of the U.S. Court of Appeals for the Fourth Circuit and Justice Clarence Thomas of the U.S. Supreme Court. Judge Rao has served as counsel for nominations and constitutional law to the U.S. Senate Committee on the Judiciary, Associate White House Counsel to President George W. Bush, and Administrator of the Office of Information and Regulatory Affairs in the Office of Management and Budget. She was also a professor at the Antonin Scalia Law School at George Mason University and founded the Center for the Study of the Administrative State.
