Mr. Holbrook will discuss developments in China since 1978 under the policies of reform and opening, to include reform of the legal system and adherence to international legal conventions.  Based on twenty years residence in China as a diplomat and professor, he will also trace US-China relations in recent decades and suggest possible courses for future relations.   

Morton Holbrook III is a retired US diplomat who has also worked as a professor and an attorney.  As a diplomat from 1975 until 2007, he was assigned to overseas United States diplomatic posts in Taipei, Beijing, Shenyang, Tokyo, Manila, and Paris. In China, he helped open the US Embassy in Beijing in 1979, was involved in negotiating the US-China Consular Convention, and drafted human rights reports. After his retirement from foreign service, Mr. Holbrook has taught international relations in both China and the United States. 

Mr. Holbrook received his JD from the University of Chicago Law School and his LLM from Columbia University Law School.
