Professor Strahilevitz teams up with Professor Chen to discuss the different institutions that have developed in the U.S. and China to govern the relationship between neighbors. The U.S. model has strong parallels to democracy; the Chinese model is more bureaucratic. They consider the implications of both and lessons to be learned or borrowed.
